The following data request is associated with the Illinois Department of Insurance’s development of the Cost-Sharing Reduction (CSR) load for benefit year 2027.

Risk and Regulatory Consulting, LLC (RRC) is assisting the Department in this data call. The due date of this request is April 6, 2026.

Files can be sent securely through RRC’s file exchange platform or through your company’s own secure file exchange platform. If you desire to use RRC’s platform, please provide a Name and Email address to one of the RRC contacts listed below to receive an invite for data upload. All files will be stored and analyzed on a secured drive by the DOI or their contracted consultants. All information provided by the companies will be kept confidential with the exception that aggregated information may be made publicly available as part of the Department’s analysis.

1. Enrollment – Please populate the yellow shaded cells in the tab [Req 1- Enrollment] with a breakout for the number of members on-exchange vs. off-exchange who are enrolled in silver plans with a CSR load for plan year 2025. 2. 2025 Experience – Please populate the yellow shaded cells in the tab [Req 2 – 2025] with the requested data for all Individual ACA Silver plans offered through the Exchange in 2025 using claims paid through February 28, 2026.
