The following Bulletin is issued by the Missouri Department of Commerce and Insurance
(“Department”) to inform and educate the reader on the specified issue. It does not have
the force and effect of law, is not an evaluation of any specific facts or circumstances, shall
not be considered a statement of general applicability and is not binding on the Department.
See § 374.015, RSMo (2016).

Re: Extension and Rescission of Bulletin 20-05

On May 4, 2020, Governor Michael L. Parson issued Executive Order 20-10 extending
Executive Order 20-04 until June 15, 2020. In conformity with this Order and to assist
individuals and entities regulated by the Department, the Director is extending the
application of Bulletin 20-05 until June 15, 2020. All insurers, including health carriers,
are strongly encouraged to extend grace periods until June 15, 2020.

To assist individuals and entities regulated by the Department in planning for the future,
notice is hereby provided that the Department will rescind Bulletin 20-05, and the extension
provided herein, effective June 15, 2020.

This bulletin does not preclude insurers from setting up payment plans or other
accommodations to assist consumers, to the extent possible or as required by law.
