1332 Waiver Reinsurance Program; Public Comment on Extension Application and Annual Public Forum; Notice 2024-16

The Commonwealth is accepting public comments on its intent to submit an application to extend the 1332 State Innovation Waiver Reinsurance Program (PA-Re) for another 5 years. The Insurance Department (Department) is asking for public comment generally as well as on a draft Actuary and Economic Report available on the Department's web site. The public comment period begins with publication of this notice and will end on Thursday, November 14, 2024. Comments may be directed to the Insurance Department 1332 Innovation Waiver, Attn: Beth Evans, 1326 Strawberry Square, Harrisburg, PA 17120, [email protected].

The Department will host a joint virtual public forum to provide additional opportunities to learn about and comment on the current 1332 waiver reinsurance program and its intended extension beyond the initial term.

Information is available for review at www.insurance.pa.gov/PA1332Waiver. The Commonwealth's PA-Re was approved in July 2020 by the Centers for Medicare & Medicaid Services, a division of the United States Department of Health and Human Services, and the United States Department of the Treasury. The approval is effective for the period of January 1, 2021, through December 31, 2025, with a provision for a possible extension at the end of the initial term.
